President Volodymyr Zelensky of Ukraine, whose last Oval Office meeting ended in acrimony, was expected to hear a plan from President Trump to cede land to Russia in exchange for security guarantees. Mr. Trump said he would call President Vladimir V. Putin of Russia after Monday’s meetings.
