‘M23 and Rwanda’ to blame for latest violence in DR Congo: US senior adviser for Africa

In an interview with FRANCE 24, US Senior Adviser for Africa Massad Boulos blamed “the M23 and Rwanda” for the latest violence in DR Congo, calling it a “serious breach” of the Washington accord signed in 2025. The US was “extremely disappointed” by the M23 takeover of Uvira, he said, although M23 forces have since partially withdrawn. Boulos did not rule out US sanctions against Rwandan President Paul Kagame, adding that he still “hopes” the Rwandan leader can be trusted.
